Mooney Esq. received a Bachelor of Science from the University of Delaware and attended Quinnipiac University School of Law from which he received his Doctor of Jurisprudence in 1996. Michael W. Andrew, Esq. is a 2005 graduate of Pennsylvania State University with a Bachelor of Arts in Economics and a Minor in Law. Following his undergraduate education, he attended Widener University School of Law, where he maintained a position on the University’s Moot Court Honor Society then received his Doctor of Jurisprudence in May 2009. While in law school, Mr. Andrew interned with the Delaware Supreme Court under Justice Henry duPont Ridgley and also completed an internship with the Broward County Office of the Public Defender in Fort Lauderdale, Florida. Following Law School, Mr. Andrew served as a Law Clerk to the Honorable Rosemary B. Beauregard and the Honorable Kenneth S. Clark, Jr., in the Court of Common Pleas in and for Sussex County. Mr. Andrew has been admitted to practice law by the Delaware Bar in 2010 as well as the Pennsylvania Bar in 2009. He is a member of the Delaware Bar Association as well as the Sussex County Bar Association. Since joining the law firm of Mooney and Andrew, P.A. in November 2010, he has focused his practice on criminal defense, family law, and personal injury. Mr. Andrew is a Criminal Defense Contract Attorney for the Superior Court in and for Sussex County, an Attorney Ad Litem for the Delaware Court of Chancery as well as a Child Support Arrears Contract Attorney for the Family Court of Sussex County.

Request a DUI Hearing

The Delaware DUI law allows only 15 days from the time of your arrest to request a hearing with the Delaware DMV. If you do not request a hearing within 15 days, your driver's license will be automatically suspended.

Legislative Updates

The Delaware DUI law has recently undergone significant changes with the passage of House Bill HB 168, effective July 1, 2012. The changes include stiffer penalties for a 2nd offense DUI and Ignition Interlock Device requirements on a BAC of .15 or higher. You can read about the legislation here.
